  Jim O'Neill on the BRIC problem LONDON (CNNMoney) Economics guru Jim O'Neill -- who coined the popular "BRIC" acronym -- said officials in emerging markets should quit "bitching and moaning" and start taking more responsibility for themselves.

    Overall, the most popular emerging market ETFs experienced much sharper declines than the less-than-1% drop the Dow posted this week. Vanguard Emerging Markets (NYSEMKT: VWO  ) and iShares Emerging Markets (NYSEMKT: EEM  ) were both down just under 3% for the week. But when you drill down to look for particular culprits in the emerging markets, you don't have to look very far to find that it was generally a broad-based decline:

    In China, more concerns about a slowdown in the manufacturing industry put pressure on stocks. The Shanghai index didn't move much, but one key ETF tracking the Chinese market sank nearly 4% in response to the news, largely on weakness in telecom giant China Mobile (NYSE: CHL  ) , which plays a commanding role in many emerging market-focused ETFs.
    � Indian stocks suffered from some of the same macroeconomic issues, with the Bombay market's index down about 3% and ETF tracking the market falling 4% to 5%. The Indian finance minister responded to the decline, which many blamed on Fed Chair Ben Bernanke's comments, by saying, "We think that Bernanke's statement has been misunderstood or misinterpreted."     � Stocks in Mexico suffered declines of almost 5%, retracing some ground after an extraordinarily strong stretch of gains on optimism about the country's ability to reinvigorate its economy beyond its core reliance on petroleum and to resolve ongoing conflicts with drug cartels.

    Rare Element Resources Ltd (NYSEMKT:REE) has been getting more than its fair share of attention of late.... bullish attention, to be precise. The stock's benefited from the attention too, with REE shares up 58% in the past two and a half weeks. As compelling as that move is, however, it's not the best rare earth bet at this point. If you like Rare Element Resources, you'll love Avalon Rare Metals Inc. (NYSEMKT:AVL). Unlike REE, AVL isn't already overbought. Indeed, it's just getting started.

    First and foremost, it's worth noting that the undertow pushing Avalon Rare Metals and Rare Element Resources Ltd shares upward is doing the same for most rare earth metal miners. That undertow is simply a broad price improvement for rare earth elements. Since July's low, neodymium ("the biggie) prices have advanced from $75/kg to the current price of $103/kg, and are still going strong. Some observers have already suggested the proverbial bottom has been made, and their arguments actually hold up pretty well. That's why REE and AVL have been such - no pun intended - hot commodities of late... this rebound in rare element prices seems to be the real deal.

    So what's wrong with Rare Element Resources Ltd that isn't wrong with Avalon Rare Metals? In simplest terms, AVL isn't overbought right now, while REE is.

    With just a quick glance at the chart of Rare Element Resources Ltd we can see that shares had already been hot, gapping higher back on the 16th, yet never looking back. Now it's up huge, and on huge volume. In fact, today's big 11% pop will be the highest volume day we've seen in months.

    On the surface it seems bullish, but this is one of those "too much of anything is still too much" situations. REE may be hot, but it's well overextended already, and today's extreme bullishness may be actually be a blowoff top.

    AVL, on the flipside, isn't nearly as overextended right now. In fact, it appears to just be getting started. Though it to

Although we don't believe in timing the market or panicking over market movements, we do like to keep an eye on big changes -- just in case they're material to our investing thesis.

What: Shares of DryShips (NASDAQ: DRYS  ) plunged as much as 13% yesterday, and hit new 52-week lows following share price weakness from its majority-owned Ocean Rig UDW (NASDAQ: ORIG  ) subsidiary, further decline in dry shipping rates, and marketwide concern about the global economy.

So what: As stated in my previous article, DryShips owns approximately 78.3 million shares of Ocean Rig. When Ocean Rig goes down in market value, the stock asset value of DryShips also goes down considerably. Ocean Rig is in the drilling business, and oil prices are getting killed along with it. Cheap oil doesn't help the situation, either, because if oil gets a lot cheaper, deepwater drilling projects may become less -- or not at all -- economical for customers. Drilling companies may opt for other land-based projects.

During 2011, production in the Saskatchewan Business Unit averaged approximately 20,958 barrels of oil equivalent per day, which was comprised of 19,828 barrels per day of heavy oil, 154 barrels per day of light oil and 5,860 thousand cubic feet per day of natural gas. During 2011, Baytex drilled 93 (87.9 net) wells in the Saskatchewan Business Unit resulting in 84 (78.9 net) oil wells, four stratigraphic test wells, four service wells, and one dry and abandoned well.

The Companys Ardmore, Alberta is developed in the Sparky, McLaren and Colony formations. During 2011, average production was approximately 652 barrels per day of heavy oil and 158 thousand cubic feet per day of natural gas. During 2011, one well was drilled. As of December 31, 2011, Baytex had 34,000 net undeveloped acres in this area. Its Carruthers property consists of separate North and South oil pools in the Cummings formation. As of December 31, 2011, Baytex had 800 net undeveloped acres in this area. During 2011, its Marsden/Epping/Macklin/Silverdale, Saskatchewan produced approximately 2,102 barrels per day of oil and 290 thousand cubic feet per day of natural gas. Natural gas is processed at two Baytex-operated plants and oil is treated at three Baytex-operated batteries. During 2011, in this area, Baytex drilled 11 horizontal Viking oil wells. As of December 31, 2011, Baytex had 18,300 net undeveloped acres in this area.

During 2011, Baytex drilled 25 cold horizontal production wells and seven stratigraphic test wells at Seal and two cold horizontal production wells at Reno. The Peace River area includes 152,500 net undeveloped acres, including 57,000 net undeveloped acres at Seal and 95,500 net undeveloped acres at Reno.

During 2011, the Company focused its activit ies on the light oil resource play located in the Divide and Williams Counties of North Dakota. Production is from horizontal wells using multi-stage hydraulic fracturing in the Bakken and Three Forks formations. As of December 31, 2011, Baytex owned approximately 61,000 (2! 4,800 net! ) developed acres. During 2011, Baytex participated in the drilling of 34 Bakken/Three Forks oil wells. During 2011, net production from the United States properties averaged 1,341 barrels of oil equivalent per day.
